as someone who has a family member who saw "Arbeit Macht Frei" as he was one of the liberators of one of the camps, and as someone who has relatives with numbers tattooed on their arms, I find the thought offensive.
I don't think I would choose "Arbeit Macht Frie" though. Don't get me wrong, I don't admire Bush, but comparing him to Hitler kind of ...dilutes... Hitler.
Fortunately (or un-) I'm not the person who will have to come up with the quote.
