If you're interested, there's a longer post about it here, but the short version is that they are using this as a way to learn about geography and languages, so postcards from anywhere, in any language, are welcome.
I didn't have a postcard, so I sent a letter; from Tennessee it cost me 98 cents; I bet a postcard is even cheaper. If you're on your way to the post office already, I encourage you to take a few minutes to fill out a postcard and send it. It's a pretty inexpensive way to put a smile in someone's day.
